Opens an account for the user in the given currency, next to the account the user already has, and returns it. Opening an account that exists returns it unchanged. The currency must be one the client's accounts are offered in: a currency it tops up by card, or one its enabled exchange trades (see `GET /v1/client/settings`). Card top-ups and payouts are served on the currency the client's card acquiring works in (see `GET /v1/client/settings`); every other account endpoint takes the new account's id as it takes any other.
